ESSENTIAL JOB FUNCTIONS: Functions as part of a compact multi-talented team in a growing community maintaining stormwater systems to reduce flooding and prevent harm to the city’s lakes and waterways.
Utilize mobile data collection platforms to perform revolving assessment of all the City’s stormwater assets (canals, culverts, swales, ponds, Rain gardens, pipes, inlets, outfalls, manholes, control structures, etc.) and organize them in an asset management platform used for ongoing repair, maintenance, and management. Enter project tracking data for stormwater repairs into the asset management system.
Perform investigations into assets related to ownership, maintenance responsibility, access easements, etc. by studying plats, clerk of courts records, property appraiser’s data, SWFWMD ERP permits, etc.
Works with the Stormwater Crew Leader, providing sound data to be used in developing prioritized work plans to effectively and efficiently maintain assets and increase the level of service of the existing stormwater system. Will also work with the Stormwater Crew Leader to draft formal written and oral communication related to the stormwater system, including e-mails to residents, developers, fact sheets for commission, etc.
Support the Superintendent in coordinating with contractors performing stormwater inspection/repair work. Respond to sediment and erosion control and illicit discharge issues. This is not intended to be an all-inclusive listing of essential job functions. Other essential functions may be required.
KNOWLEDGE, SKILLS & ABILITIES: Aptitude for collecting, organizing, analyzing, and managing drainage asset data. Must be comfortable using judgment to provide in field assessment of stormwater structures. Must have an understanding of asset management tools including database structuring (ex: Microsoft access), geospatial information systems (ArcGIS), and Microsoft Excel skills.
Must possess the learning agility to adapt quickly as software and needs change. Must be able to effectively communicate information with technical and lay audiences via written documentation, and oration.
Must be comfortable working independently and in a team environment. Must have knowledge of and the ability to use personal computers, assorted software applications, and mobile computing platforms.
As part of an emergency response unit, must be able to handle a rapid change of direction associated with environmental conditions.
MINIMUM EDUCATION & EXPERIENCE: Graduation from an accredited high school with 3 years of experience in a field requiring similar knowledge, abilities, and skills. Graduation from a two or four year college or university with a degree in geomatics, survey, engineering, or a related field is preferred. Experience that is determined to be directly related and equivalent to the foregoing qualifications may be substituted.
SPECIAL REQUIREMENTS: Possession of a valid Florida class E drivers’ license and a good driving record as determine by the City of Winter Haven. Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven. Must be able to obtain FDEP sediment and erosion control certification within 12-months of hire.
PHYSICAL/ENVIRONMENTAL FACTORS: Must have the physical agility, strength, and flexibility to perform the essential job functions in the work environment. Requires physical work that involves walking, standing, driving, climbing, and exerting up to 50 pounds of force on a routine basis. Must be able to perform manual labor in adverse conditions including confined spaces. Reasonable accommodation will be made for otherwise qualified, disabled individuals.
SALARY & BENEFITS: $17.67 per hour minimum with a benefit package that includes 12 vacation days, 12 sick days and 11 paid holidays per year; co-sponsored medical, dental and life insurance plan participation; a 401(a) retirement plan and Social Security coverage.
