Job description: Under general supervision of the Utility Services Engineering Manager, the position assists with the design, development, implementation and maintenance of the Utility’s Geographic Information System (GIS). The position is responsible for working with various types of files, updating and transferring geographical data, preparing maps, programs, sketches and related graphical media. Position is responsible for monitoring that the Utility’s GIS system is accurate, reliable and comprehensive.
Essential functions: Collects, post processes, and uploads GPS data into Utility’s GIS system; Converts various forms of data in updating and maintaining geographical data; Performs extensive research to obtain the most reliable and current data available for updating GIS databases; Maintains documentation of engineering data and assists utility crews and the general public to locate utility lines and easements; Creates custom maps and exhibits for various Utility Services divisions; Assists with end user training on the entire suite of ArcGIS products; Assists in preparation of project plans and specifications for various projects; Prepares drawings, sketches, graphs and charts
Related tasks: Implements and maintains consistent standard drawing methods and engineering drawing standards; Analyzes and documents problems, recommends solutions, initiates corrective action and follow-up problem resolution; Coordinates with City GIS Manager; Assists with computer related projects; provides reports on project status; Assists all personnel with accepting and using technology to aid with their daily tasks; Perform other duties as assigned.
Knowledge, skills, and abilities: Knowledge of computer operating and GIS systems; Knowledge of manual and computerized drafting (i.e. CADD); Knowledge of topologies, geometric networks, COGO tools, spatial adjustments, geo referencing, map books, distributing databases, versioned geodatabase environment; Knowledge of GPS systems including post-processing software and knowledge of CUES, Inc CCTV software; Proficient with ESRI ArcGIS Software (i.e. ArcMap, ArcCatalog, ArcGIS server, etc.); Ability to apply principles and practices of technology and drafting; Ability to read record drawings, maps, legal descriptions, and plats; Ability to analyze technical material and documentation; Ability to communicate effectively orally and in writing, maintain good working relationship, exercise initiative and sound judgment; Stays current with new and changing technology;
Education and experience: Any combination of education and experience equivalent to an Associate’s degree from an accredited college or university with major course work in Geographical Information Systems, survey / mapping, engineering, geography, computer science or related field and minimum of two (2) years’ experience in GIS applications support. Experience as an engineering or surveying technician preferred.
Special requirements: Possession of a valid State of Florida Class “E” driver’s license with no more than six (6) points in a three (3) year period.
Physical demands: Ability to lift articles weighing up to 50 pounds; must have depth perception, and have the ability to distinguish colors.
